Many parts of England have two tiers, county councils and district, borough or city councils; elsewhere a single unitary tier provides all services, as do London and metropolitan boroughs. Parish and town councils work below them. Scotland, Wales and Northern Ireland organise their councils separately. Schools and hospitals belong to other industries.

Selling recycling bins means district and unitary councils, library services county and unitary councils.
A council’s official address and general email address are not personal data. Names and direct emails of councillors and officers are, and the export contains neither.
County and district councils in England are bodies corporate (s. 2(3) Local Government Act 1972), so PECR reg. 2 treats them as corporate subscribers: marketing emails need no prior consent if you identify yourself and offer an opt-out. Calls must still be screened against the TPS and Corporate TPS.
Example request: we sell gritting equipment and are looking for councils (SIC 84.11) in Scotland, Wales, the North East and Yorkshire and The Humber with a full postal address, for a mailing in early autumn. How many records is that, without parish councils?
